A “no” vote opposes this amendment to require a two-thirds vote by the electorate to enact, extend, or increase local special tax initiatives and prohibit local jurisdictions and ballot initiatives from enacting ad valorem property taxes, except for voter-approved bond debt-service taxes authorized elsewhere in the state constitution.
Evolve California:
“This measure would require 2/3 voter approval to raise any new local revenue. If this measure passes, it will make California the hardest place in the country to raise local revenue.”
State Asm. Buffy Wicks (D-14):
Wicks explained that she drafted the amendment to keep the original Howard Jarvis Taxpayers Association’s initiative off the ballot but that she opposes the enactment of ACA 22. She said, “I authored ACA 22 not because I wanted it to become law — but because it was the only path left to get the more dangerous initiative off the ballot before time ran out.”
