    A “yes” vote supports this initiative to make changes to the California Environmental Quality Act (CEQA) to:

    • establish deadlines for public agencies to complete environmental review and take required actions for projects deemed essential under the law;
    • limit public agencies’ existing requirement to consider a range of project alternatives to reduce environmental impacts; and
    • change the court review process for project approvals by setting deadlines for filing and resolving lawsuits and limiting the evidence and relief the court can consider and order.

    “California’s housing shortage is one of the biggest drivers of our affordability crisis, and project delays only make it worse. The Building an Affordable California Act cuts unnecessary delays so homes can be built faster and at lower cost—helping more families find housing they can afford.”

    Jennifer Barrera, president and CEO of the California Chamber of Commerce:

    “Californians have too long paid the price for bureaucratic red tape and delays, and they’re ready for solutions. Reaching this milestone early shows voters are eager to modernize the project approval process so we can build what we need, bring costs down, and make California more affordable. We can protect the environment and good-paying jobs while delivering the essential projects California urgently needs.”

    Jenna Abbott, the executive director of the California Council for Affordable Housing:

    “Prop. 45 does not eliminate CEQA. Every project must still comply with the state’s strongest-in-the-nation environmental laws. Cities and counties still decide what gets approved in their communities, and Californians will continue to have a voice in the process. Prop. 45 modernizes California’s project approval process by establishing clear, enforceable timelines and creating a faster, more predictable process for resolving legal challenges. Prop. 45 won’t solve every challenge contributing to California’s housing crisis, but it addresses one of the biggest: a broken project approval process that drives up costs, delays essential projects and leaves Californians paying the price.”
